Exchange 2013 Attachment Size Limits

I need help removing attachment size limits on my Exchange 2013 Server.  I have went into the send / receive connectors through the web based management console and everything is set to unlimited but yet i have clients of mine saying they are unable to send me large attachments and they get this bounce back:

This message is too large to send. To be able to send it, make the message smaller, for example, by removing attachments.

Generating server: EXCHANGESERVER.MYDOMAIN.LOCAL
user@mydomain.com

I have searched online and seem to find about 900 ways to allow messages but all seem very confusing.  Can someone tell me if this can be set in the management console and if so how, if not what is the exact command line in the shell i need to use to make attachments unlimited so my users can receive any size email.

Hi,

It seems that you have properly set 100 MB limit for SEND connector, RECEIVE connector and USER properties

But you have forgot to set the limit on Global Transport configuration settings:

Please use the following command to set 100 MB limit on Global Transport configuration settings for SEND and Receive connector and send the e-mail to test

Set-TransportConfig –MaxSendSize 100MB –MaxReceiveSize 100MB
